The movie starts out with a few mediocre scenes, but once Jack Black makes his appearance, things pick up. His energy and screne presence is fantastic and entertaining.
I doubt "Dear Santa" will become a holiday classic equaling "Elf" or "A Christmas Story", but it does grow on you if you give it a chance.
